标题写作要求：

除了 summary, terms of reference/procedure, introduction, conclusions, recommendation这几个基本标题可以用这固定单词之外，其它内容必须用自己 的语言，有两种方式：

1. 陈述句，即使以特殊疑问词开头，也须以陈述句的语序

2. 名词性短语：动名词短语或名词性短语都可以

若使用以上两种中的一种，必须全文一致，不要句子和短语混用

段落要求： 一个主要内容一个段落，不要写太长的段落，

句子结构：要有一定变化，长短变化，复杂简单相辅

人称：全部用第三人称，不可使用“I ,me, we, us, you”

初稿排版要求：
