The town planning map provided illustrates the potential positions of the new shopping centers as well as various zones and major transportation routes of the town.

It is clear from the map that shopping center.A would be located in the center business district,which is a no traffic area.This area is surrounded by a large expanse of residential zone,and this,in turn makes it much convenient for citizens nearby to go shopping in center A on foot.Besides,three main roads are connected to the city center,linking other three town to the shopping center A.A railway runs through the central business district from northwest to south.In the southwest and east of the town are two industrial zones.

Shopping center B lies in the northwest of the town in the rural zone,which is near to a town 15km away.A main road and a railway parellel with each other,making it convenient to shop in center B.Since shopping center B is located in the countryside,it is much accessible to people to park there compared with parking on the edge of shopping center A.

According to the map,the two shopping centers and transportation system would lead to an accelerating development of the town.

Some people say that education system is the only critical factor to development of a country. To what extent do you agree or disagree with this statement?

Education has become one of the most essential aspects of individual and social development. Accordingly, it is often regarded as the unique contributing factor that advances the world. From my perspective, however, it is by no means capable of addressing all the crucial issues that weigh heavily against mankind.

Firstly, it is no substitute for a wholesome healthcare system. Our knowledgeabout hygiene, learned from common sense, can help us take precautions against ordinary epidemics. But once we are stricken with acuteillnesses, it would be more realistic to go to hospital than continue to search for remedies frombooks. From this viewpoint, it is the health service instead of education that indeed takes care of our ill-being.

Besides medical care, education also cannot replace a firm legal foundation. For years,teenagers have been taughtat school to be law-abiding citizens. Although ethic courses turn out to be a necessity, a smallproportion of adolescentsstill violate laws after growing up. It can be predictedthat without stringent punishment, it would be impossible to reduce the number of potential offenders simply through instructional programmes.

In spite of thelimited capacity in keeping health and social safety, that education has a key role to play in social progress is undeniable. It helps mankind acquire knowledge and skills, not to mention booming scientific and technological development. But although education is reasonably essential, to recognise it as the only driving force to human well-being is still somewhat arbitrary.

To summarise, without suggesting that education is insignificant, I argue that the indispensable function served by other social basics, such as healthcare and legal system, should not be ignored.
