中央纪委、中央组织部专门印发了《关于严肃换届纪律保证换届风清气正的通知》，针对换届中容易发生的不正之风，明确提出“5个严禁、17个不准和5个一律”的纪律要求，党员和干部必须严格遵守和执行。一、严禁拉票贿选。要做到“3个不准”。第一，不准在民主推荐、民主测评、组织考察和选举中，通过宴请、打电话、发短信、当面拜访等形式拉票。第二，不准贿赂代表。第三，不准参与或者帮助他人拉票贿选。二、严禁买官卖官。要做到“2个不准”。第一，不准以谋取个人职务晋升、提高职级待遇等为目的，贿赂他人。第二，不准利用职务上的便利，以为他人谋取职务晋升等索取、收受贿赂。三、严禁跑官要官。要做到“2个不准”。第一，不准采取拉关系、走门子或者要挟等不正当手段，谋取职务或者职级待遇。第二，不准封官许愿，或者为他人提拔调动说情、打招呼。四、严禁违规用人。要做到“6个不准”。第一，不准违反规定程序选拔任用干部。第二，不准突击提拔调整干部。第三，不准任人唯亲，指定提拔调整人选。第四，不准违反规定超职数配备领导干部，或者违反规定提高干部的职级待遇。第五，不准利用职务便利私自干预下级或者原任职地区、单位的干部选拔任用工作。第六，不准私自泄露民主推荐、民主测评、考察、酝酿、讨论决定干部等有关情况。五、严禁干扰换届。要做到“4个不准”。第一，不准以威胁、欺骗等手段妨害代表自主行使选举权、被选举权和表决权。第二，不准编造、传播谣言，诬告陷害或者侮辱诽谤他人。第三，不准在换届选举期间私自向代表赠送纪念品和散发各种宣传材料。第四，不准阻挠对违反换届纪律问题的调查和处理。在严格执行“5个严禁、17个不准”的同时，还要做到“5个一律”。一、对拉票贿选的，一律排除出考察人选，已列为候选人的取消候选人资格，已经提拔的责令辞职、免职、降职或者依法罢免，贿选的还要依纪依法处理；参与或者帮助他人拉票贿选的，比照为自己拉票贿选的行为给予相应处理。二、对买官卖官的，一律先予停职或者免职，再根据情节轻重进一步给予组织处理或者纪律处分；涉嫌违法犯罪的，移送司法机关依法处理；通过行贿手段获取的职务坚决予以撤销。三、对跑官要官的，一律不得提拔重用，视情节给予批评教育或者相应的组织处理，并记录在案；对搞封官许愿或者为跑官要官的人疏通关系、说情、打招呼的，要严肃批评，造成用人失察失误等严重后果的还要追究责任。四、对违反规定作出的

干部任用决定，一律无效，并严肃追究相关人员的责任。五、对干扰破坏换届选举工作的，一律严肃查处，涉嫌违法犯罪的移送司法机关处理。
