GPS used to track officials
A county government in Chongqing Municipality is using GPS to track officials in order to prevent disciplinary violations.
It is reported that Youyang County officials must keep their GPS-enabled

The system will prevent officials from visiting casinos [k?'si:n??] (赌场)or skipping work by using phoney excuses, Mu said. Since the system was introduced in April 2010, 82 officials have been warned for violations.

Foreign News NATO rejects French criticism of Libya mission
A NATO(北大西洋公约)general sharply rejected French criticism yesterday of the operation in Libya, saying the North Atlantic military alliance is performing well and protecting civilians effectively.
heavy weaponry that is targeting civilians in Libya.
Juppe said NATO's actions were "not enough" and insisted the alliance should be firing on the weapons being used by Gadhafi's forces to target civilians in the rebel-held city of Misrata. He spoke on France-Info radio the day after Libyan rebels rejected a cease-fire proposal by African mediators because it did not insist that Gadhafi relinquish [r??l??kw??](放弃,交出) power. "NATO has to play its role in full. NATO wanted to take the military command of the operations."
But at NATO headquarters in Brussels, Dutch Brigadier [,br?g?'d??] (准将,上校)General Mark van Uhm responded that the alliance was successfully enforcing an arms prohibition against Libya, patrolling a no-fly zone and
protecting civilians in the North African nation. He said,"I think with the funds
we have, we're doing a great job."
However, he repeatedly declined to comment on reports that some alliance members were limiting their planes to patrolling the no-fly zone and prohibiting them from dropping bombs, saying that was a matter for governments to comment on.
Australia to compensate households for carbon tax
over public support for the tax. More than half of the revenue ['rev?nju:] (财政收入)from Australia's proposed tax on carbon emissions will be spent on compensation for low and middle income earners.
The government wants a carbon tax to start in July 2012, ahead of an
emissions trading scheme three to five years later, but has yet to work out the carbon price or what industries will receive compensation for the higher costs. With Australia's opposition running a strong political campaign against the tax and warning it would push up prices, Combet said the government's plan would mean millions of low and middle income earners would be better off. Combet told without giving any details, "What we're making clear today is that more than 50 percent of carbon price revenue will be used to assist household. We expect that millions of households will be better off under the carbon price arrangements and the assistance will be permanent.”
Damage to economy worse than thought
The country's economics minister warned yesterday that the economic damage from Japan's massive earthquake and tsunami last month is likely to be worse than first thought, because power shortages reduce factory output and disrupt supply chains.
The Bank of Japan governor said the economy was in a "severe state," while central bankers were uncertain when efforts to rebuild the tsunami-ravaged
[?r?v?d?d](毁坏性的) northeast would boost growth.
The government and main opposition party have agreed to a spending
package to get some reconstruction work started, but setting a large additional budget will be difficult due to Japan's heavy debt burden.
