前言Preface

根据相关专业机构的研究报告,航运业目前每年消耗20亿桶燃油,二氧化碳约占全球总排放量的6%。业内人士预测,到20##年全球航运业将需要更多的燃油,温室气体的排放量将在目前基础上增加75%。气候变暖已经成为全世界关注的主要环境问题,各国政府以及各行业都在采取各种可能的措施减少CO2等温室气体的排放。

According to the study of relevant professional organizations, the shipping industry has an annual consumption of 2 billion barrels of fuel oil, and produces 6% of the overall global carbon dioxide emissions. Industry insiders predict that by 20## the global shipping industry will need more fuel, which will cause greenhouse gas emissions increase by 75% on the current base. As the climate warming has become a major environmental problem capturing worldwide attention, governments and industries are taking all possible measures to reduce the emissions of CO2 and other greenhouse gases.

为有效控制船舶营运对环境造成的污染,IMO海环会第59届会议提出了新造船舶能效设计指数(EEDI)(MEPC.1 Circ.681 EEDI calculation)、营运船舶能效营运指数(EEOI)(MEPC.1 Circ.682 verification of EEDI)和船舶能效管理计划(SEEMP)(MEPC.1 Circ.683 SEEMP),要求各航运企业将须逐步制定能效管理计划。在63届会议上又对Circ.683进行了修改,出台了新的MEPC.1/Circ.213《船舶能效管理计划(SEEMP)制订导则》。

For the purpose of controlling the environment pollution caused by ship operation, the IMO Marine Environment Protection Committee (MEPC) has put forward the new ship Energy Efficiency Design Index (EEDI) (MEPC.1 Circ.681 EEDI calculation), operational ship Energy Efficiency Operational Indicator (EEOI) (MEPC.1 Circ.682 verification of EEDI), and Ship Energy Efficiency Management Plan (SEEMP) (MEPC.1 Circ.683 SEEMP) on the 59th meeting, requiring all shipping enterprises to make energy efficiency management plan step by step. On the 63rd meeting, the MEPC modified the Circ.683 and published a new MEPC.1/Circ.213 (Guidance For The Development Of A Ship Energy Efficiency Management Plan).

国际海事组织(IMO)于20##年10月10日在第58届海上环境保护委员会上,以MPPC.176(58)决议通过了的MARPOL73/78公约附则VI 2008修正案,将于20##年7月1日起强制生效。根据该公约第14条要求:20##年1月1日及以后在Sox排放控制区(简称SECA区域)船舶使用燃油的含硫量为0.10% 。MARPOL公约附则六新增一章“船舶能效规则”,将在20##年1月1日强制实施 “能效设计指数(EEDI)”、“船舶能效管理计划(SEEMP)”。由此,全球航运企业将面临着更加严格的节能减排履约要求。

The International Maritime Organization (IMO) passed, by resolution MPPC.176(58), 20## amendment to the MARPOL73/78 Convention Annex VI on the 58th maritime environment protection committee hold on October 10, 2008, which shall be effected on July 1, 2010. According to the requirements of the Article 14 of the Convention: the sulphur content of the fuel oil used by ships in Sox Emission Control Area (hereinafter referred to as SECA) shall be 0.10% for January 1, 20## and after. A new section named “regulations on energy efficiency for ships” shall be included in MARPOL Annex VI, and the EEDI and SEEMP shall be enforced on January 1, 2013. Therefore, global shipping enterprises will face stricter enforcement requirements for energy conservation and emission reduction.

欧盟2005/33/EC法令,从2010 年1 月1 日起,所有停靠(包括锚泊)欧盟港口二小时以上的船舶,将执行其使用的燃油含硫量不得超过0.10% 的规定。对抵靠欧盟区域船舶提出了低碳排放的强制性要求。IMO海上环境保护委员会正在研究以海运“碳排放交易”、“碳排放税”为主的七种市场机制措施。 欧盟可能采取单边行动,继航空运输业之后将海运碳排放纳入ETS(碳交易系统),收取海运碳排放费用。 IAPH(世界港口协会)制定了“船舶环境指数(ESI)”用于评估船舶Nox、Sox 、CO2的排放情况,根据评估结果采取对船舶进行奖励或在港口使费上给予减免等激励措施。 RIGHTSHIP、OCIMF、BSR(商业社会责任组织)依靠自身在散货、油轮、集装箱市场强大的影响力,推出了各自领域的船舶能效评估、评级系统,对散货、油轮、集装箱租船市场的影响重大。

According to the EU 2005/33/EC Act, since January 1, 2010, all ships berthing (including anchoring) on EU ports for more than two hours shall perform the provision of its use of fuel sulfur content shall not exceed 0.10%. And mandatory requirements of low carbon emissions will be raised to ships abutting the EU area. The IMO MEPC is studying the seven market mechanism measures based on the “carbon emissions trading” and "carbon tax" of ocean shipping. EU may take unilateral action, following the air transport industry, to include shipping carbon emissions into the ETS (carbon trading system), to charge shipping carbon emission fees. The IAPH (International Association of Ports and Harbors) developed the "Environmental Ship Index (ESI)" to assess ships’ Nox, Sox, CO2 emissions, and took incentives such as rewarding or giving relief on port charges according to the results of the assessment. Relying on their own strong influence in the bulk, tanker and container market, RIGHTSHIP, OCIMF, BSR (Business for Social Responsibility) launched their energy efficiency assessment and rating systems in their respective fields, causing significant influence in chartering market in respects of bulk, tanker and container.

在我国211文件中明确了交通运输节能减排“十二五”规划要求,营运船舶至20##年,比20##年“能源强度”下降15%,“CO2排放强度”下降16%。

The 211 files make clear the transportation energy saving "12th Five-Year Plan" requirements, requiring operational ships, by 2015, to decrease “energy intensity” by 15% and “CO2 emission intensity” by 16% compared to 2005.

所谓船舶能效管理,是对船舶能源消耗、能源利用效率和CO2排放进行严格的控制和管理,营运船舶能效管理计划是航运企业实施能源管理体系不可或缺的一部分。近几年来,世界能源形势日趋严峻,油价不断飙升,燃油成本在航运企业营运成本中的比重不断提高,在国际、国内节能减排的大趋势下,各航运企业更加重视能源管理,综合考虑船舶能耗因素,不断提高船舶燃油利用效率,努力减少单位货物运转的船舶燃油消耗,是降低EEOI值的保证。 另外,在应对航运市场的剧烈竞争、不断上涨的燃油成本和更加严格的减排规定时,船舶能效控制和改进既是航运企业降低营运成本,同时也是着眼长远、提升船队竞争力的关键。

Ship energy efficiency management refers to make strict control and management on ship energy consumption and energy use efficiency and CO2 emissions. The energy efficiency management plan for operational ships is an indispensable part for the shipping enterprises to implement energy management system. In recent years, as the world energy situation is worsening, oil price is soaring, the proportion of fuel costs in the operating costs of shipping enterprises is continuously increasing, and under the trend of international and domestic energy conservation and emission reduction, the guarantee for reducing EEOI value is that all shipping enterprises to pay more attention to energy management, take ship energy consumption factors into consideration, continue to improve ship fuel utilization efficiency and make efforts to reduce ship fuel consumption per unit of cargo operations. 第一章  总则

Chapter  General Rules

1.1       目的Purpose

1.1.1                  积极承担对人类环境保护的社会责任,打造绿色航运企业,按照国际组织、船旗国、行业组织等相关要求,公司建立《船舶能效管理计划》(Ship Energy Efficiency Management Plan,以下简称SEEMP),能效管理计划可作为公司综合管理体系的一部分,其重点关注节能潜力最高的系统和程序,完善航运操作流程,从管理措施、技术措施、操作措施三个方面实现最大的能源利用效率,通过采取并持续改进有效的节能降耗措施,用系统的方法履行公司的能效方针,提高船舶能效、减少碳排放,增加社会效益和企业效益。To actively take social responsibility for environmental protection and create green shipping enterprises, the company has established the "Ship Energy Efficiency Management Plan (hereinafter referred to as SEEMP) in accordance with the relevant requirements of the international organizations, flag states and industry organizations. 1.1.2                  SEEMP遵循计划-实施-检查(监测)-改进(PDCA)的运行模式,通过持续改进的方式使SEEMP始终保持有效。The SEEMP complies with the operational mode of plan–do –check (supervision) – action and maintains its effectiveness by improving continuously.

1.2        定义和缩写Definition and Abbreviation

1.2.1    定义Definition

1.2.1.1          能效:能源利用效率,即得到的结果与所使用的能源之间的关系。Energy efficiency: efficiency of energy use, means the relation between gained results and used energy.

1.2.1.2          能效因素:在船舶运输/作业服务中,影响船舶能源消耗、能源利用效率和CO2排放的因素。Energy efficiency factor: factors influencing ship energy consumption, energy use efficiency and CO2 emissions during the ship transportation/operation.

1.2.1.3          能效方针:由公司的最高管理者正式发布的船舶能效管理的宗旨和方向。Energy efficiency policy: purpose and direction of ship energy efficiency management officially released by the company's top management.

1.2.1.4          能效目标:降低船舶能耗、提高能源利用效率、减少CO2排放。Energy efficiency objective: to reduce ship energy consumption, improve energy use efficiency, and reduce CO2 emissions.

1.2.1.5          能效指标:由能效目标产生的,为实现能效目标所需规定的具体要求。Energy efficiency index: specific requirements prescribed for achieving energy efficiency objective.

1.2.1.6          万元产值综合能耗:每万元生产产值所消耗的能源量(吨标准煤/万元)。Comprehensive Energy Consumption Per 10,000 Yuan Output Value: the amount of energy consumed per 10,000 yuan output value.

1.2.1.7          能效营运指数(EEOI):为船舶单位运输作业所排放的CO2量,即消耗燃油所排放的CO2与货物的数量和运输距离的比值,用来衡量阶段时期内船舶能效的高低。Energy efficiency operational indicator (EEOI): the mass of CO2 emitted per unit of ship transport work, equal to the ratio of mass of CO2 emitted from consuming fuel oil to the amount and transport distance of cargoes, which is used to measure the ship energy efficiency during a staged period.

1.2.1.8          平均EEOI:为船舶某段时间或多个航次运输作业所排放的CO2量,即消耗燃油所排放的CO2与货物的数量和运输距离的比值,用来衡量阶段时期内船舶能效的高低。Average EEOI: the mass of CO2 emitted for a period or for a number of voyages, equal to the ratio of mass of CO2 emitted from consuming fuel oil to the amount and transport distance of cargoes, which is used to measure the ship energy efficiency during a staged period.

1.2.1.9          CO2排放强度指标:营运船舶单位运输周转量的CO2排放量。(交通运输部“十二五”减排指标,与EEOI相同。)CO2 emission intensity index: the mass of CO2 emitted per unit of transport turn-round volume for operational ships. (“the 12th Five Year Plan" emission index of Ministry of Transportation, the same as EEOI.)

1.2.1.10       能源强度指标:营运船舶主机运行每小时耗油量。Energy intensity index: the amount of oil consumed for the operational ship to run its main engine for an hour.

1.2.1.11       航段:指从一个石油基地港口出发至某一海上油田装置或海上装置出发到另一个海上装置或石油基地港口的时间段。Route segment: refers to the time segment between starting off from a petroleum production base to an offshore oilfield plant or starting off from an offshore installation to another offshore installation or petroleum production base.

2.1公司能效方针和实现目标Energy Efficiency Policies and Objectives of the Company

1)     能效方针:

珍惜能源、节能减排、保护环境、和谐发展。

Cherishing energy, saving energy and reducing emission, protecting environment, and developing harmoniously.

2)     实现目标:

l  公司的能效管理目标:

                          i.          提供必需的资源,共享最佳方案和措施;

                        ii.          制定船舶能效管理计划,建立能效管理机制;

                       iii.          培训船岸员工,提高能效管理意识和技能;

                       iv.          定期评估能效管理措施的有效性,不断改进和完善能效管理计划。

l  船舶的能效管理目标:

万元产值综合能耗指标:1.2(吨标准煤/万元)

Objectives:

l  The company’s energy efficiency management objectives:

                i.          To provide necessary resources and share best programs and measures;

               ii.          To work out ship energy efficiency management plan and establish energy efficiency management mechanism;

              iii.          To train ship and shore staffs and improve their energy efficiency management consciousness and skills; 

              iv.          To periodically assess the effectiveness of the energy efficiency management measures and continuously improve and perfect the energy efficiency management plan.

l  Ships’ energy efficiency management objectives:

Index of Comprehensive Energy Consumption Per 10,000 Yuan Output Value: 1.2 (tons of standard coal/10,000 yuan).

3)     承诺:公司致力于在船队推广使用降低船舶能源消耗的方法,不断提高能源利用效率、减少CO2的排放对大气造成的污染。

公司承诺持续改进用以实现上述目标的方法:

a)     遵守与船舶能效管理适用的国际公约、法律法规、标准及其它航业组织的要求;

b)     建立提高船舶营运能效的机制,通过跟踪和分析船舶的能量消耗,用系统的方法对船舶能效进行有效管理,努力提高船舶能效Commitment:The company commits to extend the adoption of measures could reduce ship energy consumption throughout the fleets and continuously improve energy use efficiency while reducing pollution caused by CO2 emissions.

The company promised to continuously improve the following measures used to achieve the above objectives:

a)     To comply with international conventions, laws and regulations and standards as well as requirements of other organizations in shipping industry applied to ship energy efficiency management;

b)     To establish a mechanism improving EEOI and systematically and effectively manage the ship energy efficiency by following and analyzing the ship's energy consumption and make efforts to improve ship energy efficiency.

2.2  职能与职责Functions and Duties

2.2.1        公司能效管理者代表:

为便于船舶能效管理工作的有效开展,管理者对作用、职责和权限作出明确规定,形成文件,并进行沟通。最高管理者任命公司副总经理严建平为公司能效管理代表,无论其是否还负有其他方面的责任,公司能效管理代表在能效管理计划中的作用、职责和权限应能够:

l  确保按照本文件的要求,建立、实施和保持能效管理计划。

l  向最高管理者报告能效管理计划的运行情况以供评审,并提出改进建议。

l  负责与能效管理体系有关的外部联系。

l  对公司船岸的船舶能效管理工作进行监控。

l  确保公司能够按需要为船舶提供足够的资源和岸基支持。

2.2.1        Company's energy efficiency management representative:

To effectively carry out the ship’s energy efficiency management work, the management shall specify the roles, duties and authorities and document them, and make effective communications. The top management has appointed Yan Jianping, vice-general manager of the company, as the company’s energy efficiency management representative. Whether the company’s energy efficiency management representative is responsible for other aspects, his roles, duties and authorities in the energy efficiency management plan shall be able to:

l  To establish, implement and maintain the SEEMP in accordance with the requirements of this document.

l  To report the running condition of the SEEMP to the top management for review and suggest improvements.

l  Be responsible for the external contact related to the energy efficiency management system.

l  Monitor the company's ship energy efficiency management work on the ship and shore.

l  Make sure the company could provide the ship with sufficient resources and shore-based support as required.

Engineering Department:

·   ·船舶能效管理计划实施的监管部门,负责船舶能效管理的日常事务,监控船舶能效管理计划的实施过程。

The SEEMP for the implementation of the supervision department, is responsible for the SEEM of daily affairs, the implementation of process monitoring SEEMP.

·   指导船舶按照船舶能效管理措施完成船舶能效管理,审核船舶制定的能效改进措施,审核完成后通知船舶实施,并为船舶实施能效改进措施提供必要支持。

To guide the ship to complete the ship energy efficiency management in accordance with ship energy efficiency management measures, and review the energy efficiency improvement measures developed by the ship. After the review, inform the ship to implement them, and provide the ship with necessary support for adopting the energy efficiency improvement measures.

2.2.4        船舶Ship

·     船长全面负责本轮船舶能效管理计划的实施。The captain is fully responsible for the implementation of this SEEMP.

2.3.2        公司制定各轮的《船舶能效管理计划》,是根据公司历年来的经验和教训,结合业界的最佳做法,参考IMO. MEPC.213(63)《船舶能效管理计划(SEEMP)制订导则》,识别出降低船舶能耗、提高能效的推荐做法,供船舶选择使用。The company's SEEMP of all ships are established according to years of experience and lesson and combine with the best practices in the industry, and refer to the IMO. 2.5.1        船舶每月将本轮主辅机运行时间和各自耗油量、航行时间和耗燃油量、工区作业及伴航守候时间和燃油消耗量、润滑油消耗量等报公司,经由审核后进行统计、汇总完成公司月度船舶燃润料消耗统计表。The ship shall monthly report to the company the main and auxiliary engine's respective running time and oil consumption, sailing time and fuel consumption, work area operation and waiting time, as well as fuel and lube oil consumption. 3.2.1.5船长根据航线所要经历的天气和海况预报,船舶性能和技术条件、航行任务等,充分考虑航线的气象因素和航次的浪、涌、风、流等海况因素,避离灾害性风浪区,合理利用洋流优选船舶航线。Based on the weather and sea conditions forecast, ship performance and technical conditions, navigation tasks, the captain fully consider the meteorological factors of the route and the wave, surge, wind, stream and other sea condition factors of the voyage to keep away from disastrous storm areas, making rational use of ocean to select preferred ship routes.

3.2.1.6应针对航次任务设计多条航线备用。Several routes shall be designed for voyage tasks as back-up plan.

3.2.2船速优化Ship Speed Optimization

3.2.2.1航速优化能显著的降低能耗。但最优速度意味着该次航程每吨海里燃油使用量是最低水平。它并不是最小速度;事实上,以小于最佳的速度航行,将消耗更多的燃料,而不是更少。船舶在确定最佳航行速度时应参照发动机制造商的功耗曲线和船的螺旋桨曲线,同时考虑到低速运行可能会增加振动和炭黑。Speed ??optimization can significantly reduce energy consumption. But the optimal speed means the voyage’s fuel use per tonne nautical miles is the lowest level. It is not a minimum speed; In fact, sailing at the speed less than the best will consume more fuel. 3.2.2.2船速优化应考虑的因素包括:船舶的营运方式、租船合同、租船方要求、船期、水文气象条件、该航次航线及航路对船速的要求和限制、船舶状况、船舶装载状态、燃油质量、船舶实际营运中的优化、船舶机器设备等等。

3.2.2.3船舶离开港口或河口时、狭水道内机动航行及通过浅水区域时,在船舶航行操纵的安全得到保证的前提下,逐渐加速并在一定范围内限制发动机的负荷,可有助于降低油耗。When the ship leaves the port or estuary, or flexibly sails within the narrow channels and goes through shallow waters, under the premise of the ship's sailing and manipulating security been guaranteed, it shall gradually accelerate and limit the engine load within a certain range, which help to reduce fuel consumption.

3.2.2.4在与承租人签订船舶租用合同条款时,公司航运部门应尽力与其协商使之支持船舶以最佳的速度运作,以便最大限度地提高能效。

       When sign terms of the ship charter contract with the charterer, the company’s shipping departments shall endeavor to make the charterer support the ship to sail at the optimum speed, in order to maximize energy efficiency.

3.2.2.5跟据航次计划,船舶严格执行公司的经济航速指令。

       According to voyage planning, the ship shall strictly implement the company's economical speed  instruction.

3.2.2.6船舶应根据航次计划中装、卸港的靠泊计划,合理调整航速。The ship shall, in accordance with the berthing plan of the loading and discharging port within the voyage planning, rationally adjust the speed.

3.2.2.7船舶根据水文气象条件、该航次航线及航路对船速的要求和限制等信息合理调整航速,减少停航等候时间。The ship shall properly adjust the speed and reduce suspending and waiting time in accordance with the water and weather conditions, speed requirements and limitations of the voyage route.

3.2.2.8船舶应尽可能保持整个航次航速的均匀性。The ship shall maintain as much speed uniformity of the entire voyage as possible.

3.2.2.10轮具体航线操作实例 Specific route operating instance of the 

航线假设为:甲港—乙港,总航程假设为500海里,主机以90%MCR运行,按平均滑失率10%计算,航速为14.2节,主机油耗为14.4吨/天,实际航行时间为35.2小时,总油耗为21.1吨。如航速可取用11.8节,对应的主机功率为75%MCR,对应油耗仅为9.6吨/天,总航行时间为42.3小时,总油耗为16.9吨,节油4.2吨。The route is assumed to be: Harbor A – Harbor B, assume that the total voyage is 500 nautical miles and the main engine runs at 90% MCR, calculated at average slip rate of 10%, the sailing speed is 14.2, the oil consumption of the main engine is 14.4 tons / day, the actual sailing time is 35.2 hours, the total oil consumption is 21.1 tons. 3.2.3  船舶吃水差和压载水操作优化及最佳纵倾Ship Draft Difference and Ballast Water Operation Optimization and Optimum Trim

3.2.3.1船舶在执行压载水操作及压载水管理计划过程中,应合理制定计划,减少压排水的随意性导致的重复性操作,在确保船舶稳性应力及船舶操纵安全的前提下,最大限度提高能效。During the implementation of ballast water operations and ballast water management plan process, the ship shall establish a reasonable plan, reduce repetitive operations due to the pressure drainage arbitrariness, and maximize energy efficiency under the premise of ensuring ship stability stress and ship maneuvering safety.

3.2.4.1使用自动航向和操舵控制系统,避免因“偏离计划航线”而导致航行距离增加。Use automatic course and steering control system, avoid from increased sailing distance caused by “deviating from the planned route.”

3.2.4.2正确使用自动操舵仪,根据天气海况合理调节、合理配置风流压角,避免不必要的频繁用舵或经常的偏离既定航向而造成偏离计划航线,导致航行距离增加。Use the automatic pilot properly, and properly adjust and allocate leeway angle according to the weather and sea conditions, avoid deviating from planned route due to unnecessary frequent use of the rudder or frequent deviation from preset course, which will lead to increased sailing distance.

3.3相关方的及时沟通Timely Communication between Interested Parties

3.3.1.1   在与承租人签订船舶租用合同条款时,公司应尽力与其协商使之支持船舶以最佳的速度运作,以便最大限度地提高能效。When sign terms of the ship charter contract with the charterer, the company shall endeavor to make the charterer support the ship to sail at the optimum speed, in order to maximize energy efficiency.

3.3.1.2   船长合理与海上作业方沟通,避免不必要的作业时间而引起的能耗,如:没有必要的等待作业时间,可同时进行吹灰、供油、供水、装卸货作业而被分开作业拖延的时间,作业区做交通船时,由于安排不合理,而重复航行的主机运行时间等等。The captain shall reasonably communicate with offshore operation side, avoid energy consumption due to unnecessary operating time, such as: unnecessary operation waiting time, protracted time that can be saved by simultaneously doing soot blowing, oil supply, water supply, loading and discharging operation, main engine running time due to repetitive sailing caused by unreasonable arrangement when used as a transport ship in the work area, and so on.

3.3.1.3   工区日常守护,海况条件良好,安全得到保证,经作业方允许,尽量采取系浮筒的方法或水深允许采取抛锚守护方法,避免不必要的主机运行时间。In the situation that work area is daily guarded, sea conditions are good, safety is guaranteed and approved by the operating side, try to use the way of securing to a buoy or dropping anchor in the deep water, avoiding unnecessary running time of the main engine.

3.3.2与码头方的沟通Communication with the Wharf Side

3.3.2.1船舶应及时与码头方联系确定靠泊计划并根据计划合理优化航速调整抵达时间,提高能效。The ship shall timely contact with the wharf side to determine berthing plan and reasonably optimize the sailing speed and adjust time of arrival based on the plan, and improve energy efficiency.

3.3.2.2船舶应及时与码头方联系协调靠泊计划,避免因经常移泊而造成能源浪费。The ship shall timely contact with the wharf side to coordinate with the wharf side berthing plan, avoiding from energy waste due to frequent shifting berth.

3.3.3公司船岸沟通Communication between Ship and Shore of the Company

3.3.3.1   公司应加强与船舶沟通联系,及时根据靠泊计划指导船舶优化船速,合理安排航修,做好船舶补给计划,减少船舶不必要的等待、等泊位等情况的发生;The company shall strengthen communication with the ship and timely guide the ship to optimize speed  according to berthing plan, make reasonable voyage repair arrangement, finish ship replenishment plan, reduce unnecessary waiting and berth waiting.

3.3.3.2   船舶认真落实船舶能效管理管理计划的相关措施,保持对每一措施执行情况的记录,反馈能效管理中的不足;The ship shall seriously implement the management measures of the ship energy efficiency management plan, maintain record of each implementation of the measures, report the defects exist in energy efficiency management;

3.3.3.3   船舶每月将船舶月度燃润料消耗统计表上报公司。公司将使用上述表格的数据覆盖船舶能效数据报告表格。公司对船舶采用年度单船燃润料考核指标,定期对船舶燃油消耗进行监测,计算单船和整个船队的燃油消耗数值,并在同类型船舶中进行比较,优化船舶能效管理。The ship shall monthly submit the monthly fuel and lube material consumption table to the company. The company will use the data of the above table to cover the ship energy efficiency data report form. The company shall adopt the annual fuel and lube material assessment indicators for single ship and monitor the fuel consumption of the ship on a regular basis, and calculate the fuel consumption value of a single boat and the entire fleet, and make comparison in the same types of ships, and optimize ship energy efficiency management.

3.3.4船舶内部沟通Internal Communication of the Ship

3.3.4.1船舶甲板部与轮机部应及时沟通,确定比较准确备车时间,拖缆机、TUG、锚机启动停止时间,避免这些设备无效运行。The ship’s deck department and engine department shall promptly make communication to determine accurate engine ready time, start and stop time of the towing engine, TUG, windlass, and avoid from invalid operation of these equipment.

3.3.4.2巡航守护时,海况条件允许,安全得到保证,及时通知机舱完掉一边车,使用单边车巡航,节约能耗。During the cruise guard, if the sea conditions permitted, and security guaranteed, to promptly notify the engine room to use unilateral engine for cruise, saving energy.

3.4螺旋桨和船体检查Propeller and Hull Inspection

3.4.1螺旋桨的检查和保养The Inspection and Maintenance of the Propeller

3.4.1.1   利用每次进坞的机会,彻底清洁、抛光螺旋桨。To thoroughly clean and                  polish the propeller during docking.

3.4.1.2   定期检查螺旋桨是否有异物(渔网、缆绳)缠绕,若有应尽快清除。

       To regularly check the propeller for foreign body (fishing nets, ropes),

       if  any, remove them as soon as possible.

3.4.2船体的检查Hull Inspection

3.4.2.1   长时间停泊或长时间低速航行后,对船壳污底状况进行评估,确定清洁处理的方式。After long time mooring or low speed sailing, to assess the condition of the hull fouling, and determine how to clean.

3.4.2.2   使用环保型低摩擦阻力防污底油漆,保证船壳表面的光洁度。Use environmentally friendly anti-fouling paint with low friction resistance to guarantee the finish of the hull surface.

3.4.2.3   船舶油漆系统可有效防止船壳腐蚀和水下海生物的吸附。船舶航行时,船壳水线以上部分一直经受到海水中浪花的冲击和海水中蒸发出来水汽的腐蚀作用。船壳水线以下部分,长期浸泡在海水中,经受海水中的盐分的腐蚀,悬浮物的摩擦,以及海生物的吸附。The ship paint system can effectively prevent hull corrosion and adsorption of the sea creatures under water. When sailing, the hull above the waterline will experience the impact of the spoondrift in the seawater and corrosive effects of water vapor evaporated from seawater. 3.4.2.5   海洋中能吸附在船体上的海生物很多,这类海生物大部分生存于海岸及港湾处。海水中海生物一旦吸附在船壳上,使得船舶航行阻力增大,导致燃料消耗增加。There are many sea creatures can adsorb on the hull, most of these creatures lived in the coast and harbor. 3.4.2.7   船舶油漆系统的检查每5年周期内不少于2次,且2次之间的最长间隔不得超过3年,结合船舶坞内检验和特别检验进行。The ship paint system shall be inspected not less than 2 times in every five-year period and the longest interval between the 2 times shall not exceed three years. It shall be combined with docking survey and special inspection.

3.4.2.8   水下探摸和摄像代替坞内检验,水下探摸的同时对船壳进行清除海生物处理,降低船壳表面的粗糙度,减小船舶航行阻力,进而减少燃料的消耗。水下探摸和摄像只在码头或锚地就能完成,省略了船舶进坞的过程,既节约了船期,也减少了燃油的消耗。The docking survey can be replaced by underwater detection and photography. 3.4.2.9   新型生化防污漆的作用已得到IMO的认可,生化防污指导手册现在正在编制中,要求对船体和凹入部位(例如海底阀箱和船艏侧推器)采用有效的生化防污管理系统。在水中和进坞的程序中,将包括何处何时应进行检验,如何做好记录,以及对于港口部门如何监督的指导。一旦IMO的生化防污指导手册推行,船舶立即响应。The effect of the new biochemical antifouling paint has been recognized by the IMO, and the biochemical antifouling guidance manual is now being prepared. It is required that the hull and recessed parts (for example, sea chest and bow thruster) shall adopt the effective biochemical antifouling management system. The procedure of docking and staying in the water will include where and when to test, how to make a record, as well as the guidance about how to monitor the port department. Once the biochemical antifouling guidance manual of the IMO has been implemented, the ship shall respond immediately.

3.5机械设备优化计划Optimization Plan of Mechanical Equipment

3.5.1主机的监控和优化Monitoring and Optimization of the Main Engine

3.5.1.1 主机型号Main engine type:Wichmann  Diesel  10 AX  AG ; 台数number of units: ;

使用燃油类型:  0#柴油  。Type of the used fuel oil:   0# diesel oil

3.5.1.2 主机运行时,定时检查相关参数,定期测取热工参数,以监控主机的燃烧工况是否处于良好状态。When the main engine is running, relevant parameters shall be regularly checked, thermal parameters shall be regularly measured to monitor that whether the combustion conditions of the main engine are in good condition.

3.5.1.3 定期维护主机,使之处于良好状况,保证主机在部分负荷运行时的良好热工效率,减少油耗。Regularly maintain the main engine to make it in the good condition, ensuring good thermal efficiency when partial loads of the main engine is under operation and reducing oil consumption.

3.5.1.4 以维护工作计划为依据,结合说明书的相关规定,做好主机的日常管理和检修工作,使高压油泵、喷油器、排气阀和空冷器等部件处于良好状况,保证良好的主机燃烧工况。Based on the maintenance plan and combined with the relevant provisions of the specification, the daily management and maintenance work of the main engine shall be implemented to make sure the high pressure fuel pump, fuel injector, exhaust valve, air cooler and other components are in good condition, and ensure a good combustion condition of the main engine.

3.5.1.5 以维护工作计划为依据,结合说明书的相关规定,做好主机增压器的日常管理和检修工作,保证良好的增压器工作状况:

1)     增压器定时冲洗,维持良好的增压器效率;

2)     良好的增压器滤网状况(滤网处的空气压差);

3)     正常的增压器涡轮端的废气温差。

 Based on the maintenance plan and combined with the relevant provisions of the specification, make the daily management and maintenance of the main engine turbocharger to ensure good working condition of the turbocharger:

1)     The turbocharger shall be periodically washed to maintain good efficiency;

2)     good condition of the turbocharger filter screen (air pressure at the filter screen);

3)     normal exhaust gas temperature difference at the turbine end of the turbocharger.

3.5.1.6 主机运行时,合理控制空冷器和扫气箱的放残操作,减少扫气压力的损失。When the main engine is running, the residual air exhaust operations of the air cooler and scavenging air receiver shall be controlled reasonably to reduce the loss of scavenging pressure.

3.5.2副机的监控和优化Monitoring and Optimization of the Auxiliary Engine

3.5.2.1 副机型号Auxiliary engine type:DETROLT DISEL 8V-71  ;  台数Number of units:  2  ;  使用燃油类型: 0#柴油  。Type of the used fuel oil: 0#diesel oil.

3.5.2.2 副机运行时,定时检查相关参数,定期测取热工参数,以监控副机的燃烧工况是否处于良好状态。When the auxiliary engine is running, relevant parameters shall be regularly checked, thermal parameters shall be regularly measured to monitor that whether the combustion conditions of the auxiliary engine are in good condition.

3.5.2.3 以维护工作计划为依据,结合说明书的相关规定,做好副机的日常管理和检修工作,使高压油泵、喷油器、排气阀和空冷器等部件处于良好状况,保证良好的副机燃烧工况。Based on the maintenance plan and combined with the relevant provisions of the specification, the daily management and maintenance work of the auxiliary engine shall be implemented to make sure the high pressure fuel pump, fuel injector, exhaust valve, air cooler and other components are in good condition, and ensure a good combustion condition of the auxiliary engine.

3.5.2.4 以维护工作计划为依据,结合说明书的相关规定,做好副机增压器的日常管理和检修工作,保证良好的增压器工作状况。Based on the maintenance plan and combined with the relevant provisions of the specification, make the daily management and maintenance of the auxiliary engine turbocharger to ensure good working condition of the turbocharger.

3.5.2.5 在保证电力安全的情况下,在副机负荷允许下尽量使用一台副机,提高发电机的运行效率,降低燃油消耗。Under the premise of ensuring the electric power security and the load is allowed by the auxiliary engine, it is the best to make use of one auxiliary engine to improve the operating efficiency of the generator and reduce fuel oil consumption.

3.5.3  吹灰系统维护保养Maintenance of the Soot Blowing System

3.5.3.1吹灰系统由吹灰空压机、灰罐舱、吹灰管路和控制阀组成,任何部分出现问题都会延长船舶靠平台作业时间,因此要定期对吹灰空压机进行全面检查,发现问题及时修理,每次吹灰结束后都要对灰罐舱进行彻底清舱处理,避免残灰结块,导致喇叭口或灰管线堵塞,还要对吹灰管线进行疏通,对阀门进行拆检,保证管路畅通、阀门严密,从而减少作业时间,降低燃油消耗。The soot blowing system comprises of the soot blowing air compressor, soot tank compartment, soot blowing pipeline and control valves. If any part of the system has problem, the operating time of the ship stopping at the platform will be extended. Therefore, it is needed to regularly conduct comprehensive inspection on the soot blowing air compressor, and timely repair them after identifying problems. After soot blowing, it is required to fully clear up the soot tank compartment to avoid from residual ash and agglomeration, which will cause clogged bell mouth or soot pipeline. It is also required to dredge the soot blowing pipeline and overhaul the valves to make sure the pipeline is unblocked and the valves are tight, thereby reducing operating time and fuel consumption.

3.5.4   供油、供水、供泥浆系统的使用和管理Use and Management of the Oil, Water and Slurry Supply System

3.5.4.1   为海上装置供油、供水、供泥浆是多用途工作船经常执行的任务,保证这些系统的正常运行,对避免非正常作业时间、降低能耗非常重要。Supplying oil, water and slurry for offshore devices is the frequently performed task of the multipurpose ships. Ensuring the normal operation of these systems is very significant to avoid improper operation hours and reduce energy consumption.

3.5.4.2   做好供油、供水、输送泥浆设备的日常维护保养工作,定期检查修理泵部、阀箱、阀门、管路、吸口,保证泵压正常,缩短作业时间,降低能耗。做好作业时的巡回检查,发现问题及时处理,及时换舱,避免泵部吸进空气而带来的作业时间的浪费。泥浆装上船后,及时做好打循环或搅拌工作,避免因泥浆沉淀而延长作业时间,作业结束后做好管线的反冲洗工作,避免管路残留泥浆被风干后影响管线的畅通。      Complete the routine maintenance work for the oil, water and slurry equipment, regularly inspect and repair pump section and valve boxes, valves, pipelines, suctions, to ensure the normal pump pressure while reducing operating time and energy consumption. 3.5.5   船舶燃料管理Fuel Management of the Ship

3.5.5.1   船舶须按照公司相关要求,努力把好加油、用油、供油等关口,做好燃油的管理工作,提高能源的综合利用率。     The ship shall be in accordance with the relevant requirements of the company. Make efforts to do well the fuel oil addition, oil use and supply, do well the fuel management work, and improve the comprehensive utilization rate of energy.

3.5.5.2   公司应加强燃油油品的控制,保证燃油的质量,所有燃油都应符合公认的ISO 8217国际认可标准。The company shall strengthen the control of fuel oil and oil products, to guarantee the quality of the fuel, and all fuel should conform to the generally accepted ISO 8217 international standard.

3.5.5.3   燃油的使用应遵照先进先用的原则,避免燃油因存放时间过长,固体沉积物增加,造成堵塞滤器和其他潜在危害而无法继续使用。The fuel shall be used in compliance with the principle of first in and first use, avoid the solid deposits increase because of storing the fuel for too long, which will result in clogged filters and other potential hazards.

3.5.5.4   根据燃油添加剂的使用说明合理使用燃油添加剂,保证燃油的良好燃烧性能,以及保证燃油良好的稳定性和均匀度,防止燃油的分层和沉淀现象,提高燃油的使用率。In accordance with the instructions for use of the fuel additive to properly use the fuel additives to ensure good combustion properties of the fuel, as well as to ensure good stability and uniformity of the fuel, preventing from fuel stratification and precipitation phenomena and improving fuel utilization.

3.5.5.5   3.5.6  拖带设备的使用和管理Operation and Management of the Towing Equipment

3.5.6.2做好拖带设备的日常维护保养,定期加油,定期试验,保证设备处于良好状态。Do well the daily maintenance of the towing equipment, and regularly make refueling and test to ensure that the equipment is in good condition.

3.5.6.3作业前,船舶要对动力设备、拖带设备(拖缆机、供电系统、鲨鱼钳、PIN)进行专项检查,降低作业时的故障率,保证安全,减少主要设备运行时的等待时间。Before the operation, the ship shall conduct special inspection on the power equipment, towing equipment (towing engine, power supply system, shark pincers, PIN), to reduce the failure rate during operation, and ensure safety and reduce the waiting time during the running of the main equipment.

3.5.6.4长距离拖航时,优化拖航速度,降低燃油消耗率,提高能效。During long pull, optimize the towing speed, reduce fuel consumption, and improve energy efficiency.

3.5.7其他机械和设备优化Optimization of Other Machinery and Equipment

3.5.7.1   在允许的情况下,轮机长可以根据经验斟酌决定是否停掉一些辅助设备(要求备车状态除外)。Where permitted, the chief engineer can weigh and consider, based on experience, whether to turn off some auxiliary equipment (except the requirement for stand-by engine).

3.5.7.2   船舶锚泊或靠泊后,应及时停止不再使用的设备,例如舵机、甲板机械、消防泵等,以减少副机负荷。After anchoring or berthing, the ship shall promptly stop the equipment no longer in use, such as steering gear, deck machinery, fire pump, in order to reduce the load of the auxiliary engine.

3.5.8岸上供电的使用Use of Shore Power Supply

3.5.8.1在船舶修理期间,条件允许的情况下尽可能使用岸电。During the ship repair, use the shore power when possible whenever the condition allowed.

3.6节能意识和新技术Energy-Saving Awareness and New Technology

3.6.1特定公共区域能源保护程序(生活区)Energy Conservation Procedure within Specific Public Area (Living Quarters)

3.6.1.1减小生活区的热量交换(例如关闭窗户、拉严窗帘等),降低空调系统的工作负荷。Reduce the heat exchange within living quarters (such as closing windows and curtains) to reduce the work load of the air conditioning system.

3.6.1.2船舶辅助系统,包括照明、通风系统、厨房设施、蒸汽的提供等,在不需要时应当关闭,例如生活区不使用的照明,泵间风机和水手长仓库风机的合理使用等。Ship auxiliary systems, including lighting and ventilating system, kitchen facilities, steam provision, shall be turned off when not needed, for example, reasonably employ the unused lighting of living quarters, the fans in the pump room and boatswain's storage.

3.6.1.3生活设施的合理使用,例如洗衣机、烘干机的合理使用。Rational use of living facilities such as washing machine and dryer

3.6.1.4船上的一些家用电器,如电脑、电视机、DVD、音响、微波炉等,在不使用时应当关闭。Some household appliances on the ship, such as computer, TV, DVD, stereo, microwave oven, etc., shall be turned off when not in use.

3.6.2新技术、新能源的利用Utilization of New Technology and Energy

3.6.2.1   对于船舶而言,节能新技术的采用、新能源的利用,能够提高船舶能效并降低营运成本。For the ship, the adoption of new energy-saving technology and utilization of new energy can improve ship energy efficiency and reduce operating costs.

3.7船员责任心和工作技能Sense of Responsibility and Working Skills of the Crew

3.7.1船员节能责任心的培养 Cultivation of Crew’s Sense of Responsibility for Energy Saving

3.7.1.1   船员是船舶节能的主体,船员的节能意识是提高船舶能效的关键,因此,公司应加强对船员节能责任心的教育培养,使广大船员认识到船舶节能的重要性,增强每一名船员珍惜能源、节约能源的责任心和主动性。The crew is crucial for the energy saving of the ship and the crew's energy-saving awareness is the key to improve ship energy efficiency. Therefore, the company shall strengthen the education and training on the crew’s sense of responsibility for energy saving, and make the majority of the crew to recognize the importance of ship’s energy saving, and enhance each crew’s sense of responsibility and initiative for cherishing and saving energy.

3.7.2船员的工作技能Working Skills of the Crew

3.7.2.1船员是船舶设备的使用和维护主体,科学正确的设备操作是确保设备正常运行、发 挥节能功效的重要保障,因此,应使用合格、满足节能要求的船员,并适时进行技能培训,避免因船员工作技能不足、工作失误引起能源浪费。The crew is crucial for the operation and maintenance of the ship equipment. The scientific and correct operation of the equipment is an important guarantee for the equipment to run normally and play the effect of energy saving. Therefore, it is needed to employ the qualified crew meeting the energy-saving requirements, and make skills training on them in a timely manner to avoid energy waste due to the crew make mistakes or lack of working skills.
